Air Vent Question?

May seem like a simple question but I was always thought the air vent on the gas tank stayed closed during storage to keep out the water. Recently had a mechanic tell me no, it may have caused a problem starting the boat.

No, boat fuel tanks are always open vented to the atmosphere.
