I am looking at a used 1999 bristol skiff.
One issue is that the lower strakes on the port and starboard side look warped. Dealer says this was a common manufacturing defect, but cosmetic and not structural
Has anyone seen this?

tbn43,
If it is below the water line it is structural and will affect how the boat runs. Otherwise, price accordingly.

Actually, the dealer might be telling the truth. If the original tooling was crappy and the people building the plug didn't do a good job fairing the strakes, then they could very well be "warped". You can't say that just because this is noticed below the waterline that it's structural, not without checking the structure itself. I am actually consulting on a project right now that involves tooling that was poorly constructed in the first place. All the boats that have come out of these molds are actually really nice, preform great and are sturcturally sound, but the unfairness in the chines makes a boatbuilder like myself wince.
